Grounded Resource Advisory is made up of a small team that makes a big impact in the resources sector. We sprang to life in 2022 when Laura Chibnall and Loretta Fallaw joined forces and our team has been growing ever since.
Our team members have a minimum 15 years’ industry and government experience across rehabilitation, EES processes, workplans and communications and engagement in mining, extractives and renewable energy. You can read more about the services we offer here.

Meet our team
Laura Chibnall
Director and Principal Advisor
Laura has worked extensively in the exploration and mining industry across Australia for over 20 years and now services a variety of industry needs in a consultancy role based out of regional Victoria. Laura’s vast experience in mineral exploration and mining allows her to navigate complex social and environmental settings in order to access priority mineral targets. Her on-ground experience in operational mines in Kalgoorlie, Stawell and Ballarat enables Laura to provide commercially realistic and practical solutions for her clients, within the statutory parameters and social expectations of the jurisdiction. Laura works on a range of exploration and mining projects from green fields land access to mine closure planning and everything in-between. In 2021, Laura was awarded the Exceptional Woman in Victorian Resources Award.
Loretta Fallaw
Director and Principal Advisor
Loretta is experienced in infrastructure delivery and has worked both in Australia and across the world in the mining and metals, and construction industries. She advises businesses on their approval and regulatory pathway within tight economic and regulatory environments while maintaining ethical social practice, sound environmental stewardship and minimising risk of liability. Loretta is skilled in regulatory compliance and approval processes, sustainability, strategic planning, feasibility studies and environmental impact assessment, and has worked with many organisations to provide sustainability and ESG advice. Loretta was the winner of the 2019 inaugural Women on Boards Scholarships, and has a Bachelor of Engineering (BE) from the University of Melbourne.
Penny Wedesweiler
Stakeholder Engagement Advisor
Penny has worked in communications and engagement as well as program management roles across Victoria for 17 years. She has developed and delivered high-profile state-wide events and campaigns in government, industry and tertiary organisations and has worked across resources, emergency management, politics and community development sectors. Penny builds positive relationships based on trust and transparency and is passionate about meaningful engagement throughout a project’s life cycle. She recognises the importance of establishing clear and open channels of communication with stakeholders and understands the full spectrum of stakeholders and their unique needs. Her place-based solutions ensure local voices are always at the heart of conversations
Pat Harton
Senior Environmental Advisor
Pat brings over 15 years of extensive experience in the fields of mining, consulting, and the practical implementation of sustainable agricultural practices across Victoria, New South Wales, and Western Australia. He is passionate about sustainable mining, the adoption of cutting-edge strategies for mine site rehabilitation, flexible approaches to the approvals process, and engaging with stakeholders through a consultative approach. Pat’s experience encompasses all aspects of environmental disciplines, including monitoring and compliance through to long-term planning and project approval. He also has significant expertise in engaging with regulatory agencies. Pat's familiarity with the new EP Act, alongside associated legislation and guidelines, ensures his strategic advice aligns not only with key regulatory authorities but also with the expectations of referral authorities.
Olivia Turner
Senior Advisor
Olivia has extensive operational and consulting experience in the minerals and resources industry and has worked in the Central Victorian Goldfields, Western Queensland’s minerals province and the iron ore rich Pilbara in Western Australia. Olivia’s broad skill set covers all aspects of regulatory planning to facilitate the safe and compliant execution of mineral exploration and mining activities She has held operational oversight of the activities that she is now supporting clients with and has an appreciation of the organisational triggers, timeframes and constraints in achieving best outcomes within environmental, cultural heritage, community and other planning considerations. Olivia offers practical and effective solutions to clients and assists on a range of projects from greenfield exploration requiring engagement of stakeholders for land access through to mine closure, as well as all mining related activities in between.
